The Codington County Commissioners met in regular session at 9:00 a.m., Tuesday, April 14, 2026, at the Codington County Court House. Commission members present were: Lee Gabel, Myron Johnson, and Randall Schweer, Troy VanDusen and Tyler McElhany were absent; The pledge of allegiance was led by Commissioner Schweer.

NOMINATION FOR TEMPORARY CHAIR AND VICE-CHAIR DUE TO THE ABSENCE OF CURRENT CHAIR AND VICE-CHAIR
Auditor, Brenda Hanten, called for nominations for temporary Chair for the April 14th, 2026, Board meeting and also the County Board of Equalization and Consolidated Board of Equalization that will be held later in the day. Commissioner Johnson nominated Commissioner Gabel, seconded by Commissioner Schweer.  There were no other nominations forthcoming. Motion by Johnson, second by Schweer, to cease nominations and case a unanimous ballot for Commissioner Gabel; all voted aye; motion carried. Temporary Chair Gabel then called for nominations for temporary Vice-Chair.  Commissioner Gabel nominated Commissioner Schweer, second by Commissioner Johnson. There were no other nominations forthcoming. Motion by Johnson, second by Gabel, to cease nominations and cast a unanimous ballot for Commissioner Schweer; all voted aye; motion carried.

CALLS FOR PUBLIC COMMENT AND CONFLICT OF INTEREST ITEMS
Temporary Chair Gabel called for public comments to be taken up during the open portion of the meeting; none were offered. There were no conflict-of-interest items to note.

AGENDA APPROVED
Motion by Schweer, second by Johnson, to approve the agenda for April 14, 2026, as posted; all voted aye; motion carried.

MINUTES APPROVED
Motion by Johnson, second by Schweer, to approve the minutes of April 07, 2026; all voted aye; motion carried.

FLOCK SAFETY AGREEMENT
James Simmons presented the Board with information related to the Flock Safety Agreement.  He described some of the details with the terms and conditions that he wanted to point out.  He requested the Board to make several changes to the contract if they decide to sign the contract.  Mr. Simmons thanked Sheriff Howell for answering all his questions and for being open and transparent.  The Board didn’t take any action at this time since they will want to meet with Sheriff Howell about this first.

MONTHLY REPORTS
State’s Attorney, Alison Bakken, informed the Board: Will be attending States Attorney Conference, will be doing a mock preliminary hearing with the law enforcement students from LATC; will be teaching a class at the high school for law day; if you receive a letter from Clerk of Courts for the months of June-December there may be more jury trials this summer; May 1st, 2026 is Walk a Mile in Her Shoes put on by Beacon Center, will be at a booth as a member of the Sexual Assault Response Team; cases are moving more quickly through criminal prosecution which means there is a reduction in pre-trial detention and a deduction in court appointed attorney fees due to the partnership with Angie Collignon, Community Service Office, she is doing the social worker part that the attorneys were doing; a new circuit court policy began January 1, 2026, where typically it would take 200 days to solve a case where now they get 90 days, the goal is to reduce court appointed attorney fees and reduce jail time; with going into the warmer months remove valuable items and lock your car doors; have weekly law enforcement meetings with the Sheriff’s Office and Police Dept. and monthly regional meetings when everyone gets together; there has been an increase in underage citations, will be having a underage diversion program meeting to address this; been some unique criminal prosecution cases; one tax freeze assessment appeal. Auditor, Brenda Hanten, updated the Board: the 2027 budget worksheets are being prepared and will be going out this week; mailed the Malt Beverage License renewals that are due back to the Dept. of Revenue by May 20th, 2026, will be on the May 5th, 2026, agenda for approval; received notice the County will receive a refund in the amount of $14,189 from SDML for overestimated worker’s compensation estimations;  the 2026 Primary ballots have been created and waiting for ballot proofs to be able to complete the order with absentee voting beginning April 17, 2026, will be working on getting precinct workers. Director of Equalization, Shawna Constant, reported will be working on not to increase 3% total countywide to owner occupied property; will be holding County and Consolidated Boards this afternoon and evening; the appraisers will be starting back up at the lake this month or next depending on weather, will check places they went last year and then getting the ones they didn’t get done, should complete the lake this year; the end of year is Nov. 1st, office staff is working on sales splits, transfers, and plats, since the first ½ of sales need to be sent into State by end of May; Community Service Director, Sara Foust, updated the Board: Medicaid Reimbursement – $1,229.40 billed in March; DOH CHW Grant reimbursement – $3,067.16; Community Service Office – Partners in Mission group is doing a volunteer survey – still open to the end of the week, looking more at a community Engagement Coordinator; attended a training last week about community action planning; evaluators for the COSSUP grant were here at the beginning of the month and should have a report for us in a couple weeks; Northeast Radio has invited Codington Connects to have a weekly spot to highlight the work that is happening; the RESTART Steering Committee will be meeting April 23rd, 2026; we assisted with the ACEs training March 30th & 31st, we had 125 attendees at the 3 events combined.  Systems of Care/Codington Connects – Interagency meeting last week was on-line HSA Systems of Care and CCCS IMPACT Program; Agency of the month is Bright Start and Jane Koehn, is the individual of the month; Childcare – SDSU will be reviewing the report with us next week and we should be ready for community release in the next month; Centralized Location – still working on the plans; HEART  (Healing, Education, Awareness, Resilience, Trauma) – had a very successful ACEs training; Community Awareness Campaign steering committee had their first meeting with the marketing company; Check out Codington Connects at www.codingtonconnects.com for more events and information about the community.

FACE IT TOGETHER FOR PEER SUPPORT SERVICES WITH COSSUP GRANT FUNDS
Motion by Schweer, second by Johnson, to approve the Chair to sign the contract with Face It Together for Peer Support Services using COSSUP Grant funds, Codington County Community Service Office Director, Sara Foust, informed the Board that this is an annual renewal to the original contract to implement strategies aimed at reducing the impact of opioid and substance use disorders in the community with no county funds to be used only COSSUP Grant Funds will be used to support this program; all voted aye; motion carried.

BROTHERS AND SISTERS BEHIND BARS TO PROVIDE SOBER HOUSING WITH COSSUP GRANT FUNDS
Motion by Johnson, second by Schweer, to approve Chair to sign contract with Brothers and Sisters Behind Bars to provide sober housing using COSSUP Grant Funds, Community Service Director, Sara Foust, explained to the Board that this is a renewal to the contract that was approved last year and will allow the County the availability for up to 40 individuals sober housing with Brothers and Sisters Behind Bars sober living locations, no County funds will be used to support this only COSSUP Grant Funds will be used; all voted aye; motion carried.

Motion by Johnson, second by Schweer, to approve the Auditor’s Account of the cash and cash items in the hands of the County Treasurer as of the last business day of March 2026, all present voted aye; motion carried.

Motion by Johnson, second by Schweer, to approve a claim in the amount of $37,558.20 payable to the City of Watertown for February 2026, 911 surcharge collections, all voted aye; motion carried.

PERSONNEL CHANGE
Motion by Johnson, second by Schweer, to approve the following personnel change: Steve Deville, Seasonal re-hire Memorial Park, GBB/Step B, $20.86 per hour, effective 4-15-2026; all voted aye; motion carried.

TRAVEL REQUEST
Motion by Schweer, second by Johnson, to approve the following travel request: Weed & Pest staff to attend meeting and fogger recalibration; Treasurer’s Office staff to attend workshop; all voted aye; motion carried.

OLD BUSINESS
Commissioner Johnson reported he attended the pipeline meeting and there is 150 miles of underground pipeline in Codington County.

OPEN
Commission Comments – Commissioner Johnson reported that at the Sioux Valley Commissioner meeting there was good information about the sales tax for reduction of real estate taxes and the size and impact of the large dairies in communities.

Motion by Johnson, second by Schweer, to enter executive session, per SDCL 1-25-2 (1) Discussion of personnel issues (SDCL 1-25-2(1) at 9:43a.m.; all voted aye; motion carried. The Board returned to regular session at 9:53 a.m., and no action was taken. Human Resource Representative, Natalie Remund, Facility Manager, Steve Molengraaf, were present for executive session.

ADJOURNMENT
Upon conclusion of all business to come before the Board, a motion was made by Johnson, second by
Schweer to adjourn at 9:53 a.m., all voted aye; motion carried.
