SCHOOL BOARD MINUTES
WATERTOWN SCHOOL DISTRICT NO. 14-4
CODINGTON COUNTY, SOUTH DAKOTA

The School Board of the Watertown School District No. 14-4 of Codington County, South Dakota convened pursuant to due notice at 5:00 p.m., Monday, April 27, 2026 in special session. The following members were in attendance: Chairman Jon Iverson, Kari Lohr, Jean Moulton, Roshal Rossman, and Bailey Raml. Also in attendance were administration and representatives of the Watertown Education Association.

SPECIAL MEETING
Chairman Jon Iverson convened the Board for its special meeting by leading the Pledge to the Flag.

CONFLICTS OF INTEREST
Chairman Iverson asked if any School Board member or administrator needed to disclose a conflict of interest on any agenda or non-agenda item. No conflicts were disclosed.

AGENDA REVIEW/APPROVAL
Jean Moulton moved that the agenda be approved as presented. Kari Lohr seconded. Five votes yes. Motion carried.

ACTION 26218
Derek Barrios, Assistant Superintendent, presented the following retirements for Board approval.

Roshal Rossman moved that the retirements received from Colleen Winge, Mellette Paraprofessional; Carol Flemming, High School Nutrition Services; Wendy Russell, McKinley Paraprofessional; and Gail Krueger, Intermediate Nutrition Services, be approved as presented. Bailey Raml seconded. Five votes yes. Motion carried.

ACTION 26219
Derek Barrios, Assistant Superintendent, presented the following resignations for Board approval.

Bailey Raml moved that the resignations received from Miranda Boyer, Intermediate Lunch Duty; Garrett Buchanan, Intermediate Lunch Duty; Anna Solum, Mellette Web Content Creator; Jeremy Uphoff, Middle School Paraprofessional; and Heather Pulscher, Jefferson Nutrition Services, be approved as presented. Roshal Rossman seconded. Five votes yes. Motion carried.

ACTION 26220
Derek Barrios, Assistant Superintendent, presented the following contract recommendations/ addendums and asked for their approval.

K-12 CONTRACT RECOMMENDATIONS/ADDENDUMS:
Rachel Boyens – Nutrition Services, Lincoln – 7 hours @ $18.72/hr
Karsyn Jangula – Occupational Therapy Assistant, Mellette – $36,700.00
Jayden Engels – 10th Girls Basketball Coach – $4,084.00
Jennifer Olson – 9th Girls Basketball Coach – $3,645.00
Ella Cozad – Special Education Instructor, Lincoln – $51,500.00
Jayda Weber – Elementary Instructor, Lincoln – $51,500.00
Lucas Trooien – Math Instructor, High School – $53,300.00
Callie Conroy – Noon Duty, Middle School – $2,095.00
Ashley Zemlicka – Preschool Instructor, McKinley – $54,963.00

Roshal Rossman moved the approval of the contract recommendations/addendums as presented. Bailey Raml seconded. Five votes yes. Motion carried.

ACTION 26221
Derek Barrios, Assistant Superintendent, requested for Board authorization to hire a Special Education Preschool Instructor. Bailey Raml moved the approval to hire as presented. Roshal Rossman seconded. Five votes yes. Motion carried.

DISCUSSION ITEM
Public Input – Brandon Heim with The Watertown Current complimented LATC for how effectively the emergency response simulation was conducted on April 23, 2026.

LAKE AREA TECHNICAL COLLEGE BUDGET PRESENTATION
Cam Corey, LATC Vice President, reviewed the main operating budget of LATC along with the various LATC enterprise funding budgets. General discussion was held.

K-12 BUDGET PRESENTATION

Heidi Clausen, Business Manager, reviewed the main operating budgets of the District along with the various District enterprise funding budgets. General discussion was held.

ADJOURNMENT
Roshal Rossman moved that the Watertown School Board adjourn its special meeting at 6:34 p.m. Jean Moulton seconded. Five votes yes. Motion carried.
