Notice to Bidders
Sealed bids will be received by Codington County at 14 1st Ave, SE, First Floor Room 109, Watertown, SD 57201-3611 until 9 a.m., May 12, 2026, for labor and materials to construct a replace steel siding and windows/ doors, install HVAC system in truck storage, replace two (2) overhead doors, upgrade electrical system and install generator at 1201 10th Street, NW, Watertown, South Dakota 57201-3611. All bids will be publicly opened and read at the commission meeting.
Obtaining the Bidding Documents

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office starting April 23, 2026. Upon a non-refundable payment of $100.00, including applicable taxes and fees, a paper copy of Bidding Documents may be obtained. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Bidding Documents can be downloaded from www.bannerassociates.com and/or www.questcdn.com (reference Quest number 10162095). Register with QuestCDN.com and submit the $22.00 fee to download the Bidding Documents. Downloading is recommended as plan holders receive automatic notice of addenda and bid updates. Interested parties may view the Bidding Documents at no cost after registration and prior to deciding to become a plan holder. Upon request, in accordance with South Dakota Codified Law 5-18B-1, one paper copy of Bidding Documents shall be furnished, without charge, to each prime contractor resident in South Dakota who intends, in good faith, to submit a bid to the Owner. Additionally, if a paper copy is provided under the conditions of SDCL 5-18B-1, in consideration of the documents being provided at no charge, unsuccessful bidders agree to return the documents to the Issuing Office within thirty (30) days after the bid opening.
All official notifications, addenda, and other Bidding Documents will be offered only through the designated websites.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bid security shall be furnished in accordance with Article 8 of the Instructions to Bidders. Performance and payment bonds shall be furnished in accordance with Article 19 of the Instructions to Bidders.
Codington County does not discriminate on the basis of race, color, national origin, sex, religion, age, or disability in employment or the provision of services. Bidders are required to ensure against discrimination on the Project because of race, color, national origin, sex, religion, age, or disability, and are required to comply with the Equal Opportunity Clause published at 41 CFR Part 60 and Executive Orders 11246, 11518, and 11625, as amended.
CERTIFICATION RELATING TO PROHIBITED ENTITY. For contractors, vendors, suppliers, or subcontractors who enter into a contract with the State of South Dakota by submitting a response to this informal solicitation or agreeing to contract with the State, the vendor certifies and agrees that the following information is correct: The vendor, in preparing its response or offer or in considering proposals submitted from qualified, potential vendors, suppliers, and subcontractors, or in the informal solicitation, selection, or commercial treatment of any vendor, supplier, or subcontractor, is not an entity, regardless of its principal place of business, that is ultimately owned or controlled, directly or indirectly, by a foreign national, a foreign parent entity, or foreign government from China, Iran, North Korea, Russia, Cuba, or Venezuela, as defined by South Dakota Executive Order 2023-02. It is understood and agreed that, if this certification is false, such false certification will constitute grounds for the State to reject the quote submitted by the bidder or offeror on this project and terminate any contract awarded based on the quote. The successful vendor further agrees to provide immediate written notice to the contracting executive branch agency if during the term of the contract it no longer complies with this certification and agrees such noncompliance may be grounds for contract termination.
RESTRICTION OF BOYCOTT OF ISRAEL. For contractors, vendors, suppliers, or subcontractors with five (5) or more employees who enter into a contract with the State of South Dakota that involves the expenditure of one hundred thousand dollars ($100,000) or more, by submitting a response to this solicitation or agreeing to contract with the State, the bidder certifies and agrees that the following information is correct: The bidder in preparing its response in considering bids submitted from qualified, potential vendors, suppliers, and subcontractors, or in the solicitation, selection, or commercial treatment of any vendor, supplier, or subcontractor, has not refused to transact business activities, has not terminated business activities, and has not taken other similar actions intended to limit its commercial relations, related to the subject matter of the bid, with a person or entity on the basis of Israeli national origin, or residence or incorporation in Israel or its territories, with the specific intent to accomplish a boycott or divestment of Israel in a discriminatory manner. It is understood and agreed that, if this certification is false, such false certification will constitute grounds for the State to reject the bid submitted by the bidder on this project and terminate any contract awarded based on the bid. The successful bidder further agrees to provide immediate written notice to the contracting executive branch agency if during the term of the contract it no longer complies with this certification and agrees such noncompliance may be grounds for contract termination.
