SCHOOL BOARD MINUTES
WATERTOWN SCHOOL DISTRICT NO. 14-4
CODINGTON COUNTY, SOUTH DAKOTA
The School Board of the Watertown School District No. 14-4 of Codington County, South Dakota convened pursuant to due notice at 12:05 p.m., Thursday, October 30, 2025 in special session. The following members were in attendance: Chairman Jon Iverson, Kari Lohr, Jean Moulton, Roshal Rossman, and Bailey Raml. Also in attendance were LATC administrators, directors, City of Watertown representatives and members of the LATC Strategic Advisory Council.
SPECIAL MEETING
Chairman Iverson convened the Board for its special session by leading the Pledge to the Flag.
AGENDA
Jean Moulton moved that the agenda be approved as presented. Kari Lohr seconded. Five votes yes. Motion carried.
INTRODUCTION OF COUNCIL
Strategic Advisory Council – It was noted that the LATC Strategic Advisory Council is made up of the following members: Andy Carlson (SD Soybean Processors – Ag/Energy), Adam Koplin (Otter Tail Power Company – Energy), Joy Nelson (Haugan Nelson Realty – Business), Karna Pfeffer (Avera – Healthcare), Corey Rabenberg (Summit Contracting – Construction), Doug Rathburn (Terex – Manufacturing), Don Roby (R&R Investments – Business), Lori Sisk (Sanford – Healthcare), Troy Zebroski (Dacotah Bank – Financial Services), and Roshal Rossman (School Board Member).
LATC DISCUSSION ITEM
2035 LATC Master Campus Plan – President Tiffany Sanderson introduced the team from CO-OP Architecture, including Jason Kann and Becca Woytassek, along with Lyle Pudwill from Confluence. The team presented the Facility and Parking Assessment Report and reviewed the guiding principles shaping the 2035 Campus Master Plan. Information was shared regarding campus entrances, edges, parking, safety, and initial concepts for a proposed Public Safety Training Center. General discussion followed the presentation.
Chairman Jon Iverson thanked the LATC Strategic Advisory Council members and the LATC Administrators for their participation in the special meeting.
ADJOURNMENT
Bailey Raml moved that the Watertown School Board adjourn its special meeting at 1:55 p.m. Roshal Rossman seconded. Five votes yes. Motion carried.
